Not For Sale: Stop the sell-off of Middle Head harbourside bushland & HMAS Penguin

September 4, 2026 Marta Sengers

The Headland Preservation Group (HPG) and like-minded organisations have come together to launch the Not For Sale campaign to stop the proposed sale of approximately 11 hectares of public land at HMAS Penguin, Middle Head.

The campaign is calling on the Federal Government to keep this important harbour foreshore, bushland and heritage area in public hands and protected for future generations.

Why does Middle Head matter?

The land includes approximately six hectares of ancient Angophora forest and provides habitat for native wildlife, including the Powerful Owl and Grey-headed Flying Fox.

It is also a place enjoyed by the community, including walkers, swimmers, families, birdwatchers and visitors to Sydney Harbour. Local community groups such as Saltwater Veterans and Sea Scouts based at HMAS Penguin deliver significant and lasting social impact for their participants.

HMAS Penguin has an important place in Australia's Defence history, with generations of Australians having served and trained at the site.

HPG believes the value of this land goes beyond its financial value. Once public land is sold, public access and protection cannot be guaranteed.

Once it's gone, it's gone forever.

What is the campaign calling for?

The Not For Sale campaign is calling on the Federal Government to stop the proposed sale and keep the land in public ownership.

If Defence no longer requires the land, HPG is calling for it to be transferred to the Sydney Harbour Federation Trust so that its natural, heritage and public values can be protected.

Take action

The campaign is aiming for 20,000 petition signatures to show the Government that the community wants this land to remain public.
